HR Boutique LLC: Building Systems That Run and Leaders That Rise
Some businesses help organizations stay compliant. Others help them grow. Precious Jewell built her company to do both.
As the founder of HR Boutique LLC, Precious Jewell (legally Precious Middleton, branded as Precious Jewell) works with nonprofits, healthcare providers, schools, construction and engineering firms, and growing businesses that are at a turning point: the mission is strong, demand is rising, but the internal people systems have not kept pace. Handbooks are outdated, hiring is reactive, managers lack training, and payroll and technology systems do not communicate well. Outdated systems, ineffective communication, and poor culture drive high turnover – and growth starts to strain the organization.
Her response is practical and strategic. HR Boutique builds the operational structure they need while developing the leaders who will carry the work forward.
“We don’t just hand clients a binder,” Jewell says. “We partner with them until the systems run and the leaders rise. We invest in their teams as much as we invest in their systems – one cannot do without the other.”
Building the Backbone of Growing Organizations
Jewell launched HR Boutique in November 2023 after more than 15 years working across healthcare, nonprofits, charter schools, construction, engineering, and higher education. She kept seeing the same gaps: organizations needing executive-level HR guidance and leadership development, but not ready for a full in-house team. She built a more flexible model: expert HR partnership, powered by technology, for organizations in transition.
HR Boutique operates in two connected lanes. The first is HR systems and operations: fractional HR leadership, staffing strategy, payroll technology implementation, compliance frameworks, and workforce infrastructure, anchored by Jewell’s technology expertise across HRIS (human resources information systems), payroll, and CRM-driven workflows.
The second is readiness and leadership development: executive coaching, facilitation, and the company’s Boldness workshops. Systems alone are not enough; neither is inspiration without structure. Sustainable growth requires both.
Growing Momentum in Montgomery County
HR Boutique is gaining traction. Recent initiatives include a virtual training program titled ABC’s & 123’s of Human Resources, Payroll, & Technology.
This summer, the business will host Montgomery County Public Schools Summer RISE student interns and exhibit at the Montgomery County Black Collective’s 2026 Black Business Expo on June 12th. (They were selected as one of 60 exhibitors out of 235+ applicants.)
Jewell credits the incubators and leadership programs that shaped her trajectory: the Maryland Innovation Center for early-stage incubation; the Women Who Lead Professional Series, which sharpened her leadership voice and network; selection in 2024 as 1 of 25 women nationally to attend an executive program at Babson College; and twice being chosen for programs in the 100 Black Women National Coalition entrepreneurial academy. She has been invited to facilitate workshops at a number of organizations, most recently working with the airport authority on What Businesses Must Know to Stay HR Compliant.
Locally, she points to WorkSource Montgomery, the Montgomery County Black Chamber of Commerce; and the Montgomery County Black Collective (She is a December 2025 Amber Fellowship graduate) as meaningful resources. Additionally, she is an active member of the MBCC Spring 2026 Government Contracting Academy, the UMD CEO Accelerator, and the Montgomery County Black Collective founders community.
Her advice to new entrepreneurs: lead with relationships, use free local resources, get clear about what your business does, and document your processes from day one.

Building Toward a Global Vision
“We are seeking to meet executive directors, HR decision-makers, and CEOs at growth-stage nonprofits and small businesses who know they need to scale and professionalize their HR but haven’t found the right partner,” said Jewell.
HR Boutique LLC recently secured its Maryland Health Care Staff Agency license, a strategic step in the firm’s pursuit of government contracting opportunities.
Internally, the vision burns even brighter. Jewell and her team believe HR Boutique can scale globally through a franchise model – one that employs people, empowers leaders, and runs on a backbone of robust technology. The goal: take the same systems-and-readiness approach that works locally and make it accessible across the country and around the world.
It is an ambitious season – but one aligned with the principle that started the business: organizations do their best work when their people, systems, and leadership are built to last.
